There are some possible reasons.
(1)For deodorization
(2)For dispose of used ices.
(3)For prevent from splashing
But he also reports the floor of this toilet was not so clean, Maybe (3) is wrong in this case.
Without reason, it is strange urinals with crached ices seem high-class.
